I am doing noise modelling for a proposed new plant surrounded by existing facilities and plants. This is to identify delineated area for hearing conservation purpose.
Would anybody advice if I shall consider the background noise in my modelling? I tends to not, because in theory the background noise from the existing surroundings will have very little impact. However, somebody argues that if little impact is still impact and may cause the exceedance to the limits.
Can anybody give me some clue on this? thanks!

Posted By Paul Leadbetter If the background noise is more than 10 dB(A) less than that from the new plant, it can be ignored. Otherwise, it will need to be taken into account when working out the total noise field. Of course, if the existing noise is already above the lower exposure action value (if you are in the UK), hearing protection should already be provided.
