Can anyone help -
We have a 17 years old (son of owner of company) who is in full time college education, but soon to be finished for summer break and wants to earn some money during the break.
I know that young workers are not allowed to work night shifts, but what are the restrictions on other working hours i.e working early mornings or late evenings.
Any advise appreciated.

There will generally be bye laws created by the local education authority governing work carried out by those under minimum school leaving age, which stipulate maximum hours which may be worked, but those won't apply to this individual because of his age.
I would suggest you take a look at the Working Time Regs.
The maximum working time for young workers is 8 hours per day or 40 hours per week. There is also what is called the "restricted time", from 10pm to 6am, and young workers may not be employed during that time unless an assessment of his health and capacities has been undertaken first.
