To any designers out there,
When would you choose to use laminate over toughend glass during construction. Not withstanding fire resistance is there a standard that states that laminated glass must be used over toughend glass in areas where their is an increase likelihood of impact.

Have a look at Approved Document N and BS 6206

There will different categories of safety glass depending on the size of the glazed area.

Laminated glass tends to have a better rating at reduced thickness over the same sizes as safety glass

I don't think that there is a tendency to discriminate as long at the performance meets the required standards

Need to be a bit careful here! Applications may differ in different sectors, products and applications. I know of an application which requires toughened laminated glass together with specific glass thicknesses for difering sizes of panel.

Best to check any standards relating to the particular product or application. If the application is more general then requirement is likely to be somewhere in glass or general building construction standards.
