In my Uni assignment I am re-designing a company's SMS. Could you please tell me some tools or Procedures which can help me to design personnels' Responsibility as well as Accountability. ??? Will appreciate any guidance

One tool is a RACI chart. You create the risk management requirements for the business: you then decide who is Responsible, Accountable, Consulted and Informed (RACI).

For example a safety manager may be responsible for creating a risk assessment procedure and training people. The site/business leader may be accountable for the assessments being done and they may need to consult the safety manager and inform HR.
