Hi All
If road resurfacing was taking place on a bridge, would this be considered work at height or not, of course they wouldn't be going near the edge of the bridge.
Anyone dealt with this in the past?

Common sense would dictate that if the work does not involve WAH, then it is not WAH. However, any hazards that may arise e.g. objects that could be dropped, then these would still have be taken into account. That is my interpretation anyway.

Common sense would perhaps indicate that they would no more be 'at height' than you or I would be in driving over, say, the Ouse bridge. But to add to what Raymond has already said, you could work backwards. what if one of the workers, while perhaps indulging in some horseplay, fell over the parapet? Would HSE, in this case, expect you to have done at least some work based on the WAH Regs? I bet they would, so maybe your general RA does really need to look at aspects of WAH, even if only as a kind of add-in,

Surely it is simple. If there is potential for fall of people or objects from a height it is WAH.
Control measures could include "collective" eg parapet etc.

Without knowing more site-specific details, I offer the following humble opinion.
WaH regs apply when working next to an edge where a fall to below ground level is possible as well as falling to ground level from above.
If works are outwith a delineated 2 metre zone of an unprotected edge then no additional controls may be necessary.
Where works are within 2 metres of an edge, full edge protection would be required such as top and mid-rail along with a toe board. Dependant on the usage of the area below the bridge, i.e. a pedestrian area, additional protection such as brick guards or debris netting would be required.

I don't understand why it matters whether the the WAH regs apply specifically or not. You still have to do a risk assessment and address all the issues suggested by previous posts.
You wouldn't do a separate risk assessment for WAH if it was determined the regs applied, or would you?
