Electricians pulling supply company cut out fuses does anyone know of a working method

Posted By mark gough2 I am currently wanting evidence of good practise within England and Wales of cooperation with supply companies and contractors when cut out fuses need to be removed for replacement of a dis board etc.
If your a contractor and have tried to deal with the supply companies what is your experience. I tried the supply companies and after three hours of call center madness gave up the ghost.
I understand that it is "accepted practise" that contractors just get on with it and everyone turns a blind eye. There are two issues with this the first ensuring safe isolation when persons are not trained /cant lock the fuse out
The second 2 recent fires were attributed to tails becoming loose at the meter after disturbance. The meter tails are not routinely checked by contractors as breaking the meter seals is considered a lot worse than breaking fuse seals.
Id like a working solution please

check out almost any 'street-lighting' dept of a council and speak to somebody there as they have had this problem for years and there are solutions
In many cases the electricians concerned must be trained up to the parameters of the utility companies
use of a 'blind eye' is not an option
