Not at all. If you contact Nebosh directly as suggested you will be able to get all the PER's you need. Do take care when getting these papers that you consider exam technique above technical information; if you start going too far back you may come a cropper with recent legislative changes.
If you are happy to provide via email your address detailing, then anyone who has finished with their own bona fida reports can post them on to you if they so wish.
It is copies either hard or electronic that are unacceptable for reasons of copyright breach.
