Good morning,

I have a question regarding the numbers of Trade Union Appointed Safety Representatives within an organisation.

The Code of practice (COP) and guidance to the Safety Representatives and Safety Committees Regulations 1977 (the "Brown book"), gives some broad guidelines (Reg 3 Guidance Notes 9 & 10)on how the number of safety representatives could be decided.

I would be grateful if any one could relate any experience of how management and unions have come to an agreement over the number of union safety reps, or could point me in the direction of some further guidance material on this subject.

Working with a previous company the agreement for h&s reps was based on numbers of staff and location. For example, 1 h&s rep per 100 staff for each of the two unions. Common sense must prevail because not all workplaces can accommodate such a rigid framework.

I believe the TUC advocate 1 h&s rep per 25 workers, but I would be surprised if many undertakings are that generous.

At one of my previous employers, the number was fixed by trade union agreement with the Company.

There was an agreement in place which designated the number of UNION STEWARDS and the Union insisted that Union Stewards and Safety Reps were one and the same!

Tried to challenge it but not nowhere fast!!

Interesting post.
I just worked ours out and it averages 1 rep per 23 people.
I have to say that we have a strong partnership approach and the vast majority of reps actively encourage a safe approach to working which makes my life easier and the company safer.
We don't neccessarily have a Safety Rep and Shop Steward as one in the same but thats up to them,

This could depend a lot on the nature of the work and the set up of the workplace.

At the last place I worked, for instance, we had a very specialised section that employed 10 people (5 on each shift). They had their own safety rep. because of the specialised nature of the process and we deemed this to be entirely appropriate.

Other sections employing up to 25+ had only or two reps.

As the trade union was the AEEU (now Amicus) all shop stewards were also appointed safety reps.

Now UNITE (AEEU and affiliates) combined with the TGWU.
