I wonder if anyone can guide me in the right direction. My local authority are have some road works done by a contractor. They are using the public highway with their vehicles - dumper truck, catapillar diggers etc. do these vehicles have to be number plated/taxed to use the highway.

Yes they do. They must also be taxed etc.

I thought that was the case. All these vehicles are hire equipment meant for a construction site not for repairs to the highway.

Unless the "highway" has, for the duration of the project, become a properly delineated construction site?
