And once again it is not H&S who have put a spoke in the wheel but these mysterious people "The Insurers". Although I am sure the inflatable sheep were much kinder to the backs of the donkeys. Quite possibly with the increase in size and weight of the average child the animal protection organisations would have stopped the races due to possible overloading of donkeys if "The Insurers" had not stepped in first.
