Can anyone provide guidance on whether there are regulations in place for setting up a car parking area outside a shop?

A local "open all hours" has an off road, marked out area for members of the public to park when shopping at the store. (Four cars only but there is also space which is occasionally occupied by further vehicles that cause an obstruction to the vehicles in the marked out spaces).

There are five concrete bollards separating the car park from the public footpath and these bollards are being hit by vehicles, (including myself yesterday).

I know of at least three other vehicles damaged by contacting the bollards, and just wonder if they should be more readily conspicuous and should there have been a risk assessment made by the store owner/operator.

Sounds like they are doing there job - not aware of anything about what they should look like, but ideally they should be visible.

Difficult to provide any useful comment without a bit more information on what they look like - although they should not create an additional hazard in themselves.
