Dexter,
I assume you are talking about a frameless door with only top and bottom rails. I worked in the glass industry for many years and came across nothing like this, although there may be something in a British Standard now. Your best avenue may be to approach one of the major manufacturers or suppliers of automatic door hardware.

I already talked to the supplier and they don't know anything about regulations and standards for opening and closing speed of glass doors.
