Posted By Tabs I would normally say "No" unless I had a surplus of both.
Reasoning is conflict of interest - something which might not happen on a construction site, but within an occupied building could happen easily.
Fire alarm is sounding and person needs help to evacuate, or needs first aid due to burns, explosion, crush, fall, etc...
Which takes priority?
Better to have each covered separately.

Posted By Crim If a building is in need of evacuation doesn't that take preference over first aid. If in doubt - get out - call the brigade out?
First aid can then be administered outside in safety.
Also why not have all fire marshalls trained in first aid as well?

There is no restriction as to having the same person do both roles, but as Tabs rightly pointed out, conflict of interest would need to be considered.
