Posted By Richard_Sams Hi can anyone describe to me what is meant by 'enabling works' carried out prior to construction work commencing and what sort of information regarding the subject would be included in a Construction Phase Health & Safety Plan.

Enabling works are what it says on the packet; works that enable the main contract to be built. So, it may be utility diversions, land remediation, access roads, demolition works, etc. These are works that are let prior to the main contract and help ensure a speedy and efficient start to the main contract.
Enabling works can be big packages or very minor works - from a H&S point of view they are to be treated the same as any construction works. Almost certainly they will fall under CDM - so H&S Plans, etc will be needed and official appointments need to be made.

Posted By Robert K Lewis If you separate out the enabling works to a further contract the CDM requirements for notification apply as it becomes a second construction project in its own right.
CDM always applies though - it is just a question of degree.

Posted By Lee Mac Although I do see what Bob is saying, however, unless you have plenty of time on your hands, I would advise keep it simple.
If the enabling works are the usual run of the mill to facilitate the actual build process and the roles under CDM are going to remanin the same from commencing on-site to completion, then I would advise that you include all info in to the one HSE Notification Form, one Pre-Con Info and one Con Phase H&S Plan etc etc.

Posted By Robert K Lewis There are good reasons however to sometimes remove these works to a separate contract. Especially in cases such as demolition works that can be done while final planning and building regulation consents are resolved. You can also find land remediation in separate contracts. It can be a lot easier than a generalist PC supervising the works.

Posted By Crim I see enabling works as something that needs to be done prior to the "actual" construction works starting. This is useful for example to get the welfare facilities in place on a brand new site where there are none at all. CDM now requires welfare to be in place at the start of the project but there is sometimes a situation before anything is done and there are no welfare facilities.
