I have recently tried to run another “in house” Scaffold Tower training course; I set up the training provider from a national organisation to provide a one day PASMA course. The day before the course our local Plant/Tool Hire shop delivered a tower to be used for the training, unfortunately I was on holiday for the training but I understand the training was called off because our training provider has stated that our tower was not up to current legislation “it was illegal”
Can anyone tell me of any new legislation regarding Scaffold Towers, in particular it may be something to do with each vertical section having its own built in and integral ladder.

I am not a PASMA trainer myself but a colleague who is once told me that the tower used for training must be in "as new" condition.
Most towers from a hire company, whilst being structurally sound, are likely to have some signs of wear and tear.
Your PASMA trainer should be able to advise you.

Should have called the hire company and got it sorted while he went through the theory...
This is something I have had to do, but would never use the quick fix of 'its illegal' without saying why to my clients.
Its not 'illegal' if, for instance, one of the welds is cracked, its down to a poor system employed by the hire company to ensure the tower was fit for use (PUWER), then its in contravention of the Regulations, the judge deems it legal or otherwise...

Many thanks to you all and for your input – You have confirmed my suspicions and after a little investigation with the lads who were on the course it now seems the trainer probably seized an opportunity for a liquid lunch and an early finish. We are withholding payment for the aborted training.
It’s a pity because we have a good culture here and it takes weeks to line up our workers for training. I am lucky to have supportive directors to support and fund training.

Thanks again to all who contributed to this thread, I now have the reasons from the training provider:
1, Not 3T compliant, see CIS 10 Rev 4 HSE Guidance gives 2 methods of build: 1 inside with temp hand rails and the other “through the trap door”
2, Insufficient components, Incorrect components, Not of sufficient height 4.2 m for the training, No Manufacturers Instruction Manual, these are all the fault of the scaffold hire company – we will not be using the again.
The moral of the story is to hire the scaffold tower from the training provider and my being on holiday did not help.
