We normally have to remove our permanent double handrail when the majority of the roof and cladding work is completed to allow us to fit flashing's, top hats etc. We then assemble a temporary free standing hand-rail on the roof- normally approximately 3 - 4 meters back from the edge (always a flat roof)to allows us to cut opes etc. All edge work is done from a MEWP. My question is does this temporary free standing guardrail have to be a double ? it is not at the edge and is acting as a barrier for the operatives cutting opes. Signs are also posted warning not to pass the barriers.
Also if a section of free standing handrail isn't fully completed but my operatives are not working on the roof is this illegal? If a sign was in place 'no access to roof permitted' would this be ok ? We as sub-contractors on site are responsible for providing edge protection for ourselves not anyone else!

I suppose you've done or have a risk assessment for this operation? What does it say?

Yes a risk assessment has been completed - collective protection will be in place when work is taking place by my operatives.
However in situations where work is not taking place on the roof by my operatives - if i prevent access to the roof area would this suffice ? the free standing handrail will be re-erected prior to the re-commencement of work on the roof.
As for the free standing handrail it's acting as a barrier rather than edge protection. The mid rail doesn't serve a purpose when positioned 3 meters back from the edge.

Just before Toecap comes back to you may I pose a few questions please?
1. You have presumably been doing this for some years? Have you had any safety issues, any rejections of SSOW by PC, concerns via TBT's and what of the assessments, do those that do the tasks get involved in the process?
2. I think I have my head round your description and would ask the following; how close to the edge do you need to be to complete the roof works? And how far can you generally (safely) work from the roof? Would it be around 500mm (ish)? If so you then need to go within half a metre of the edge, not 3 metres as you suggest; are these commercial roofs or domestic? If of course the latter you won't have fall restraint/arrest lines, with commercial if this is the case can not the installation of arrest/restraint be tied in with the roof construction to offer you yet further protection once the original scaffold is removed?
3. Are the barriers you use of the cantilever type?
Sorry for the questions, it just helps to understand your situation a bit more specifically rather than generalising.
