Round the area where I work I regularly see comercial vehicles towing small trailers, usually compressors for air tools, temporary traffic lights or tarmac compactors. They inevitably do not display either number plates or brake, indicator, night rear lights. Are these legal? Only I came close to rear-ending one last night as I couldn't see any rearlights on the van due to the trailer when he slammed on the anchors.

The rear lights have to be visible. If not the trailer needs to have lights.
