Do all visitors to site need to be specifically informed of the smoking ban?

Not really unless you feel the need to do it. Your signage should be prominently displayed and if you have a signing in/out procedure for visitors you can easily include a "this site is a no smoking zone, violators will be shot" or something along those lines.

Interesting point concerning signage though is that I think the permanent structure will need signage once it is more than 50% enclosed as it will fall into the definition of an enclosed work space.

Accomodation should be signed as per the regulations but the open parts of the site can be enforced in whatever manner you wish. Clearly all visitors will need to be informed of the local requirements in their induction to the site.

Even if you make the whole site and compound area No Smoking via the site rules the enclosed work areas will still need the legal signage unless you can find an exemption under the Regulation 6 defences.
