I am carrying out a survey of site FLT drivers as a part of a site wide workplace transport risk assessment process.

I am concerned that there are far more 'licenced' drivers on site than actual operate at any one time with the result that many 'licenced' operators are not actually required to operate a machine on a regular basis - this leads to the concern that their skills and site knowledge becomes rusty.

Are there any rules of thumb for how often drivers should be operating to be considered regulars.

Similarly are there any rules of thumbs for a period of inactivity that should trigger a refresher program.

My proposals for refresher training and assessment are that:-
1)occasional drivers - every 3 years
2)permanent drivers - every 5 years
3) rare drivers - every 1 year

anybody not operating plant for more than 3 months to be declassified pending refresher

does anybody apply this sort of principle - how do you differentiate the various classes of driver

Martin, your proposals looks very sensible and are along the same lines as the HSE ACOP. How do you propose to do the assessments?
It can be a can of worms when you try to remove peoples authorisations in order to lower the number of drivers. I personally would like to see more involvement by local management and supervisors in the process of raising driving standards, I see a lot of bad practice being ignored by management who think it is not their job to stop a driver and point out their poor driving. I believe that these people can be most effective in raising the standards and are in a better position to know who the bad eggs are, and have their authorisations withdrawn.

is there anybody using a similar systems? what time frames do you follow

I'm thinking of introducing a 'probationary period' as well with a retest after 200 hours forklift operation. Anybody do anything like this - how well does it work?
