Why not both?

Where you specify issues about harassment and bullying depends on both the culture of your organisation and the leadership that you and the Chief Executive wish to give on the matter.
There's a lot to be said for highlighting the contrast to harassment and bullying i.e. psychological fitness and mutual respect, to encourage good currency driving out bad.
Another practical problem is that dwelling on negative behaviour is often a waste of resources. People addicted to harassment and bullying commonly have a personality disorder that is like a physical handicap such as a limp: NO pressure will correct such addictive behaviour unless the individual herself is persuaded and coached to adopt more constructive styles of interaction.
