What type of plant?
An All-terrain FLT?
A 6 tonne dumper?

I would suggest 'road legal' in broad terms for the items mentioned above would be:

- Licence plate
- Fully working lights and indicators
- Seat belt
- Fully maintained and in good condition.
- Competent driver, with at least a provisional licence and a licence to drive the vehicle.

The Customs and Excise issue is also inextricably connected to this issue, if you are running on red diesel, so there is a limit on traversing a certain distance from the site (I want to say a quarter of a mile, but I'm not sure)
