A very generic question so hopefully some generic type answers as everything must be site specific when it comes down to the real thing...
When inspecting a suspended scaffold, rather than one that is built from the ground up, what are the control measures that should be employed by the inspector?
Obviously (sic), following previous threads, they should be competent, but all I can come up with is a) inspection carried out from MEWP, or b) Rope Access.

To give a generic answer. Risk assessment!
To be a bit more specific. Given that the scaffold was erected by competent persons, has the relevent factor of safety built into the design, is checked prior to use every day/shift, is not loaded above the stated capacity and no mods are made since the last inspection my view would be that its not required. If it was then would you put everyone into a fall arrest/mewp to carry out the work?
Unless the scaffold cannot be seen/obscured in some way and inspection from underneath is required or that a problem has been found and more detailed examination is required then inspecting from the platform would seem appropriate.
