incorrect - There is no definitive time it is the period the client allows the principal contractor as the proposed ‘lead time’ - e.g minimum duration of XXXXXXX weeks is sufficient to plan and prepare for the works, and mobilise for the start of the construction phase, including the provision of welfare facilities on site from the outset - which largely could be determined by the nature of the works the client is asking to be carried out, the resources the PC has available etc etc.

With the assistance of the CDM C the client must allow sufficient time to the principal contractor for planning the project and the resources needed with the proposed principal contractor agreement.

Not only for the project notification but the same philosophy should be consistent during the project allowing contractors sufficient time to plan and mobilise, notifiable or not.


Attempting to avoid the client instructing works say on a Friday and placing undue pressure on the PC to commence onsite the following Monday - the weekend considered an unreasonble period of time allowed for planning is one of the reasons for this requirement.

I have used as little as two weeks on negotiated work involving such as shop re-fits where the welfare was present already and available for use.

The Client and CDM-C can make this up as they go along!

I have recently received requests for Construction Phase Plans with a lead in period of 2 weeks, however they have backdated this on the F10 to make it look as if they have really allowed this period, but the project is to start right away.

Further - I received such a request today with today's date as the start date on the F10, it shows a mobilisation period of 2 weeks and the email has a footer showing today's date.

I believe the CDM-C is trying to cover himself as he knows the Regs. but his strings are being pulled by the Client and he is too weak to stand up and be counted! (He probably thinks he would lose the contract).

You are right and I'm afraid I get dragged into the problem as I have never refused to get the safety plan done, as fast as I can.

Fortunately this time the actual start on site will be Friday at the earliest so I have some breathing space.

I wonder if the client has ever thought of the communication aspect, they probably think the P C is already on site.
