You have another organisation and provide them with offices on your premises and employee them as an organisation to provide services to your customers. They in turn employ their own employees to conduct these services and one of them has an accident on the premises.

Who under RIDDOR is obligated to report the Injury if the employee is taken to hospital and admitted for more than 24 hours, you or the other organisation that actually employees them?

I ask because to my mind they ar not a member of the public and as not actually sub contracted directly by you a sub contractor.

Any help appreciated.

I would say that they are responsible for reporting their own accidents, but if they don't or won't then you should do it.
It would be better to get mutual agreement on this sort of procedural arrangement at the start of the contract.

If you want to be absolutely precise, and at the end of the day as long as it gets reported, the HSE will work it out anyway if they wish to investigate further; who produces the payslip for said employee and actually parts with the cash to deposit in said employees bank account?
