Been asked a question reference tree branch lopping. Contractors were given the task of lopping tree branches over the weekend.
The contractors used a tower scaffold and somehow one of the contractors fell and broke his ankle. Not known if working in or outside the scaffold.
I am sure about 3 years ago it was brought in that tree surgeons, had to start using MEWP for cutting tree branches. Would be grateful for any advice on this

Sounds very dubious.. work at height guru's excepted tree surgeons do not use towers, it simply is not in their list of toys - lots of very practical reasons - like (time) oh and of course uneven floors! Tree surgeons climb.....
Of course it may be "low trees" which is a pain - do you use steps with a board to spread the load - bit naughty - but towers are always going to be a bit messy outside.
I think you may need to take as they say a Holistic look at the complete situation and examine the competence word.
