H&S LETTERS FOR AN EVENT
I am the schools H&S Advisor for a large independent school in Bristol, I hold a General NEBOSH certificate, H&S advisor is not my full time job with the school, as I have been paid to look after the schools H&S for 2 hours 20 minutes a day! Recently the schools Parents Teacher Society have ask me over see their Bizarre, which includes a firework display, it is estimated there will be 400-600 people attending the event.
My problem is how do I present my H&S Findings, with regards to all H&S issues, as these are required by a number of outside agencies, (including the fire services) I am happy with working within MS word, but not sure how the document should be laid out and the information that should be included in the document.
What I am asking for is can anybody help! Has anybody produced an H&S Letter covering a relatively big event that they could give to me, so I can then basically cut and paste, inserting the hazards that would be applicable to this event?
Also if there is anybody out there working with schools that would be interested in networking with me so we can talk and help out?

My advice would be, keep it simple. Do a basic risk assessment the way you were taught for your NEBOSH General, according to the HSE 5 Steps.

Remember to list all the controls that you'll have in place: Sensible responsible people stopping the crowds getting too close: Use of proper firework display people from the firework company, or whatever.

Put together a separate document as a "Method Statement" for making the display safe: I'd have a paragraph for each control measure listed in the RA, with a bit of detail on how each is going to be achieved.

Then send it to the people you need to, with a brief covering letter basicaly saying "Here's our risk assessment and method statement, if you've any questions let me know".

Hope this helps, obviously we can't help too much without knowing a lot more about your event! However, if you'd like to e-mail the finished RA and Statement to me I'll be happy to comment on level of detail, presentation and layout etc. kermit at duell dot org dot uk

You could do an Event Plan where you set out in writing all your H&S arrangements for the event. e,g. site layout, roles and responsibilities, stewarding and security, welfare facilities, first aid, fire, traffic management etc.

You could then link your risk assessment to the Plan to justify your arrangements (control measures).

FYI - Some council's have produced useful guides. Search on Google for Celebrate Camden - a guide for planning outdoor community events.
