Is it better to be a personal member of an organisation like IOSH or AIIRSM. Or for the company to be a member of someone like ROSPA?

You are talking about two completely different things here.

Membership of IOSH or IIRSM is solely a personal thing and can be achieved through proof of competence via examination or NVQ.

Membership of RoSPA is solely for companies who may wish to demonstrate some sort of commitment to improving health and safety and obtaining information and competent advice from a reputable source on an ongoing basis.

I hope this helps to clear things up for you.
