'Duty Holder' under the 17th Edition Wiring Regulations

Posted By srd Can anyone tell me who would be classed as the 'duty holder' under the 17th Edition Wiring Regulations?
We are a medium sized operation with (amongst others) an MD, Works Director, Chief Works Engineer, Chief Electrician, Health and Safety Officer.

It is the Electricity at Work Regulations that define the Duty Holder to be; the employer, the employee and a self employed person.
Strictly, employees are only duty holders if they have the authority and means to carry out changes and improvements.
