Happy New Year to one and all,

Need some advice on who can carry out the annual tests on emergency lighting.

The building is a Parish Council owned sports pavilion that is used a couple of times a week by various groups. It consists of one large function room with male, female & disabled toilets plus it also has two changing rooms externally for anyone using the sports pitches.

The building is eight years old.

The fire extinguishers have been regularly serviced by a contractor but not the lighting, although it is checked regularly by the caretaker but no records kept.

My question therefore is can the caretaker (Volunteer-not paid)carry out the yearly checks in accordance with the manufacturers instructions or must they be carried out by a contractor. Cost is an issue.

Please advise.

I would say, by someone who is "Competent". Up to you to decide if the caretaker is!

As Gary stated it would have to be performed by a competent person and must be documented that they have been checked and all functioning appropriately and signed by the competent person. So where are you? Let's see if we have a good Samaritan in your community who would be willing to help you out? Have we any volunteers?

Your insurers would be: -
A: Able to advise
B: Unhappy if a competent person was not used

A competent person would be a spark with the appropriate skill and experience etc levels and memberships

I think clarification is required regarding whar degree of testing we refer to here.
If simple function testing i.e. all lighting units illuminate if power fails, I would say
anyone with basic knowledge could perform that task and record the results. Full emergency lighting testing however (as I understand it)involves discharge and charge up time verifications, maintainance of a pre-determined luminosity level for a certain time period when in use and all kinds of stuff that requires a competent contractor. I think there is a British Standard relating to this.
