Has anyone tried to include the planners as a designer under the CDM Regs?
When I say 'Planners' I mean those people who grant planning permission.
I am constantly being told by architects that their design has been modified to meet the planning requirements.
Just wondering.

Have a look at paragraph 117.
I have already been there and as I understand this issue, planning staff already have a get-out-of-jail-card as they will only recommend design changes and any contentious decisions are undertaken by local authority planning committees.

Thanks for that - overlooked that clause - however, it is the absence of edge protection that is the issue in most cases.
It could be argued that they are stipulating a building height; that the designers should meet (including parapets, etc)- but, as CDM-C, I am constantly being sold the line by designers that they must use fall protection systems because the planners won't allow them to increase the building height to include a parapet.

I asked this question of a senior HSE Inspector, he asked if we could provide details of instances where this has happened and this would be added to the database that was being built, he indicated that this was a matter that the HSE were going to be working on with planning departments.

Michael, what do you mean by "fall protection"?
Advice we have from HSE is to either provide means for temporary edge protection (and that could be a scaffold), or else make the roof 'maintenance free'.
I also believe the CDM ACoP and Guidance is clear that Planners in the situation described are not Designers.
