Hi, I'm currently a Safety Representative with my local council in the leisure department. I'm currently undertaking the NEBOSH certificate and have some knowledge in H&S.

I have been asked to do an inspection and audit by one of the managers of one of the local pools my council runs. Basically does anyone have any inspection forms and audit checklists i could use to follow as i do one.

You mean your LA has nothing in place already?

I should start by asking what auditing / inspection system already exists (and ask for the last couple of audit reports) incl COSHH, risk assessments etc and maintenance etc etc otherwise you'll be re-creating the wheel.

Thanks for that. And yes i have a copy of HSG179. I have read most of it already and will use it in conjunction for my inspection.

Thanks also for mentioning asking for a previous copy of the last audit, that piece of advise will be useful.

Does anyone have any templates for inspections i can read and get some general ideas? Thanks

There's nothing wrong with you conducting a Workplace Inspection Andy, but this should be done in conjunction with a local supervisor or manager.
Slighlty alarming that you are asked to conduct an Audit though - that's not the usual function of a Safety Rep.
As others say, the pro-forma for inspections should already be in place. If they aren't, make reference to the HSE Publication mentioned above. You will then need time to consider the scope of your inspection.
The onus for accuracy and validity of the pro-forma, the inspection and it's findings rests with the employer though, and not you. Be careful you don't assume the role and responsibility of the employer!

I make a difference between the terms "inspection" and "audit"

"inspection" covers technical matters : plant, equipment, emergency materials such as extinguishers, alarms, detectors.

Unless you have the training and expertise then "inspections" are best left to those who have.

"Audits" cover the managerial aspects of safety (see OHSAS 18001)

* are appropriate H&S standards and procedures in place ?

* Are they being complied with ?

You may already be competent to carry out such an audit. If not then some study will at least indicate what questions you could be asking.

Finding the answers may, however, be a different kettle of herrings.

On the third hand, I do hope that management are not delegating you with ALL auditing of the facilities. That's their job. With your help.

In addition to HSG179 try and get hold of a copy of British Standard PAS65 - The COP for the management of public swimming pools. Also try to get a copy of BS13451, (Parts 1 - 8 I think). These are the standards for various aspects of swimming pool equipment. This should enable you to develop a good checklist. It depends on how deep you want to go (excuse the pun) and what aspect of swimming pool safety you want to look at. Hope this helps.

I was asked by the manager of the pool. I know under the Safety Representatives and Safety Committees Regulations i can do inspections, and as far as i know I'm not responsible for any actions that i may not notice ( correct me if I'm wrong).

The manager knows I'm extremely interested and involved in health and safety so he may have wanted to help me out by giving me some experience in inspections.

Any more advice would be greatly appreciated
