For anyone contemplating undertaking a fire risk assessment I think the article written by R Pearson of Woodward SHE Ltd in the Fire Risk Management Journal, page 6 is worth a read.

Hi Shaun,
I'm about to undertake a FRA complying with FSO 2005. Therefore, may I ask if you have this book and if so could you forward of scan of page 6?

Hi Mitch, and anyone else who may be interested.
Shaun is away for a few weeks now, somewhere very hot but probably not a holiday.
I contacted him and he gave me permission to post this reply from him to my request for more information.
"Unfortunately I have not brought my copy of the IFE magazine with me so can't quote verbatim but in essence Mr. Pearson was defending a person who is a landlord of a residential building in which there was a fire and a resident died. The landlord was questioned in court about why he had not completed a fire risk assessment. Mr. Pearson managed to defend him on the basis that he was not competent to carry out a fire risk assessment. The judge seems to be saying that anyone who carries out a fire risk assessment must be competent to do so and the general layman does not have the level of competency required. It was even said that ex firefighters do not have the level of competency required.
This was for a basic FRA of a residential building so you can imagine the standard required for more complex buildings.
People just do not realise what it is they are undertaking and seem to think it is a simple Q&A session with a few ticks in the box."
I agree wholeheartedly with Shaun in his opinion of those who carry out fire risk assessments without the necessary competence.
