We have carried out a risk assessment on site for manridingfrom a crane. However there is disagreement on 2 points:
1: Should the mancage have a roof?
2: If the mancage has no roof, should the personnel in the cage be harnessed to the cage or to the crane hook block.
Logic is as follows: Roof saves risks from falling obhects. However, in the case the cage falls from the crane (unlikely, but possible), if there is no roof and personnel are attached to hook, at least they will not plunge to injusy with the cage, which would be the case if they were attached to cage.
Despite intense research online and in publications, we can find no recommendation on this. HSE guidance is roof should be on cage if there's a risk of falling objects. Any assistance appreciated

If there is a risk of falling objects then wear a hard hat as you would as a pedestrian on site, once you are in the air who is goig to be above you. As for a harness, what will this achieve?

The same scenario applies if you were in a high rise building, safety harnesses aren't issued when you step inside a lift!

Not a regulation quoter but Regulation 5 LOLER States that every employer shall ensure that lifting equipment for lifting persons ,
"is such as to prevent as is reasonably practicable a person using it ,while carrying out activities from the carrier ,being crushed,trapped or struck or falling from the carrier"
Now talking in normal language wear harnesses ,attach to the crane hook and wear helmets no requirement for roof.
BS 7121 says attach to the cage but the hook is better in my opinion with a short lanyard.Also do not forget your rescue plan in case something goes wrong.There are loads more variables but that should answer your roof or no roof question and the need to wear harnesses.
