If you want to drive an FLT on the public highway you will need a current driving licence. In addition it will have to carry the appropriate insurance. In effect, once on the public highway, an FLT is treated the same as any other vehicle.

If a Fork Lift Truck travels less than 1000 yards, on public roads, between sites or for unloading vehicles for instance,It can be driven with little modification; but it must be registered and insured. If it travels more than 1000 yards it must comply with the construction & use regulations, which is a little more complex. my advice would be to Google, rof contact the fork lift truck association.
