Yes they do but I have known of a surprisingly low rates of reporting....Russia is crazy with regard to the way the place is run and how underhand things are!

The Russian Federation has, in many ways, more exacting safety legislation than in the E.U. The construction safety (SNiP requirements).
The legal situation can be exasperating from a H&S point of view and there are many and frequent 'sweetners' involved to getting business done. I consider one of the toughest challenges fro someone coming from a UK H&S background is to understand the culture and to accept that they will work differently.
Life has somewhat less of a value and to be successful you need to throw out your UK mindset and start afresh working on best principles and not EU law or practice.
I work regularly in Russia and although its very different to the UK, if approached properly at the contractual stages it can be less problematic than you can imagine. Visas can be a different problem, for example if you are going to work there for 6 months or more you will be required to submit a negative HIV test certificate with your visa application which will make subsequent UK declarations for life or health insurance interesting when you tick the proposal form box to state that you have been tested for HIV! Happy days eh?
