Does any one have a job break / rotation system that works. the feed back i am getting is that some are taking advantage of the system(never)i was of the belief that what we should be doing is job rotation to reduce the risk, and before you ask (fettling operations in a foundry)

I am struggling to understand your issue here - isn't it a case of using the manufacturer's vibration data (or better, measured on the job), putting this into the HSE's calculator, which then determines "trigger" time? You then have to manage the "trigger time" or get a machine with less vibration?
If the issue is just getting people to stick to and record trigger time, this is surely a simple(ish) thing to do.

Use the tools of carrot [education] and whip [discipline] because that's what a manager is supposed to do and its expected in a court!

Get commitment from the top, then make sure that it is the written responsibility of those who supervise and manage these workers to comply. If they don't record what is happening in your reporting system.
If you don't get commitment (and the rest), again, document everything, put your concerns in writing, then either stay and look at the next priority area (having done your best) or walk and get another job.

Thanks guys I understand what you are saying the commitment is there from the top I was just looking for some way of making the guys understand how important it is that they comply for their benefit and well being as well as the companies.
