Posted By Neil Page Hi all, Does anyone know if there is a definition for a "Larger or more complex project, or one with high or unusual risks" - as referred to in Appendix 5 of the CDM 2007 ACOP. In essence, I'm trying to find out which projects require the CDM-C to meet the (more onerous) requirements contained in Appendix 5 as compared to those in Appendix 4. Thanks in advance, Neil

Posted By Robert K Lewis For me if it is bigger than a garage and/or requires more than one designer then it is large or complex. Really the distinction is not relevant unless you are a single person CDMC provider and are wanting to do a particular job. Personal opinion though. Bob

Posted By Ron Hunter No definition I'm aware of. I'd focus on the "higher or unusual risk" element, and consider any significant demolition as coming into that category. Other areas might include those more complex like tunnelling/boring,bridge construction/ refurb./building a high-rise steel frame within a city centre gap site, etc. I feel the ACoP muddies the waters somewhat by including "large" as part of the concept. A Project can be "large" in terms of ground area,structure size or costs, but that doesn'r make it complex or of high/unusual risk. It all boils down to the last box in the App5 Table: "Evidence of significant (successful?) work on similar projects with comparable hazards, complexity and (perhaps less important) procurement route." The words in brackets are mine only. I usually agree with Bob - but not I think this time!

Posted By Robert K Lewis Ron Tongue was firmly in cheek at the time!:-) I personally feel the HSE and the acop drafters were being a bit too clever in their phrasing. Perhaps in an attempt to create a latitude for judgement by an Inspector on the day. Yes things like tunneling could well be included but what about excavation of 1 metre in poor ground? Is a mile long shallow trench large? I still find it a bit superfluous because if the job is notifiable then the competent CDMC will make a judgement of the resource that will be required to do the work, bearing in mind the competencies available. The one man business is thus likely to know the limits of their ability - hopefully, otherwise they become potentially in breach of regulation 4. I have not yet heard a real explanation for this material being inserted in the acop. Bob

Posted By CFT Descriptive wording is always open to interpretation and as such will end up with a varying degree of answers. My stab is 'my gut feeling' and erring on the side of caution when deciding, I tend to say that anything that costs me more than 3/6d to get it through the initial design phase means I class it as a large or more complex project; these days we seem to spend thousands before we even get to applying for the various consents!
