Always difficult to answer non-uk questions for such as this. I tend to look at the outdoor clothing and mounteaineering suppliers for things in this sort of area. There are a number of "microfibre" balaclava type head protection about and I would go towards these.

Our guys also have to work outside in all conditions and wear hats beneath helmets.
The only stiplulation we have made is that 'bobbles' are removed first!!! and the hat is adjusted to fit correctly with the liner or thinsulate (microfibre) hat beneath and that the lining hat shall not have a peak (baseball type).

the problem we had was that guys were wearing their hats on top of balaclavas (and other types - including with bobbles) which was rendering the hard hat useless as it was perched like a boil on a bottom!!!
We have no problems now as long as the hat harness is adjusted to fit over the lining hat and the lining hat is a snug fit to the head.
Usual testing method for fit - hold head upside down if it falls straight off it is too loose!
any hat is no use at all if it is not fitted and worse if it perches at a jaunty angle or the boil on a bum!

Many construction firms now use integral fittngs on the helmet that can be unzipped when not required and the fastenings stay in the helmet all of the time.
I have had reports of this type of headgear being more comfortable than having the plastic strappings rubbing on heads. Look through you local PPE suplier catalogue - very common now, and popular with construction scaffolders out in all weathers.

Thanks for your reply. I asked the question because when I worked on a previous contract the Client prohibited the use of balaclavas under hard hats. It was very cold and the risks were pretty low. I said that provided the hard hat fitted ok what was the problem? I never got a response, but issues such as not hearing properly were mentioned. Are you kidding?
I do think that sometimes h&s goes overboard and a sense of reality goes a long way.

you can get some excellent, cold weather protection liners, that are suitable for SOME hard hats, in the scaffolding trade they are known as "zero hoods".
The liner is inserted beneath the helmet cradle, and a zip on attatchment forms a balaclava effect, however all helmets are not suitable as the cradles vary.
