A fire officer has visited one of our depots and has subsequently issued a letter with deficiencies highlighted that the authority wants putting right.
The letter is very woolly and doesn't specify want they want the site manager to do.
Also the letter states in places that 'you MUST ensure' that certain provisions comply with British Standards. I.E Flashing beacons.
Since when has a BS been enforceable in law?
Also
The fire officer states as action required
'The responsible person must, where necessary, nominate persons to implement fire-fighting measures and ensure that the number of such persons, their training and the equipment available to them are adequate, taking into account the size of, and the specific hazards involved, in the premises concerned'.
WHAT DOES HE WANT AND WHY DIDNT HE SAY SO ON DURING HIS VISIT?
All this guy seems to have done in his letter is regurgitate the RRFSO.

Please be understanding in these issues. The fire authority is new to this way of doing things. In the past they simply stated what was needed in thier view as they were the law enforcing body and people mostly did what they asked for even though it was often OTT.
Under the revised law, ask them exactly what they are asking for. Try and avoid them simply stating the RRFSO and ask them exactly what they mean. Generally they will soften the request because it is beyond them really. Its called double bluffing them. Use common ground to reach a reasonable position. Any things you feel are OTT challenge them and unless they are really needed they will back down.

The problem is that the fire service are not allowed to provide advise anymore as they are the enforcer of the law and this may cause problems if they advise you wrongly. What you have received is pretty standard. I know I am not allowed to sell my services on this forum so I will not suggest you contact me, but you may want to consider a consultant who knows their way around the fire service and the RR(FS)O especially if the fire service have or are causing you problems.

The fire service cannot be prescriptive about what they want. The new order makes functional requirements. It is deliberately non-prescriptive. All the fire service can do is ask that you meet the functional requirements but they cannot be precriptive about how you go about it. They were criticised before the new regs because they were too prescriptive now they are being crticised because they are not being prescriptive. They can't win really.

Hi Dirk,
The problem may be that who ever did you fire risk assessment does not fully understand the requirements of the Order?
I agree that the fire service should not stipulate your corrective actions and suggest you have a fire risk assessment carried out by a "competent" person who will also provide a list of actions required to enable you to conform?
