I am really having a problem understanding whether our forklift trucks which have a motion alarm fitted with a 97DB(A) maximum output and operated for shifts of up to 6 hours fall within the noise regs.
Can anyone help please?

Another school of thought would suggest that a more or less constant audible alarm of that magnitude is no longer an alarm (safety signal), but merely an irritant?

The sound level at the operator will determine whether or not they are exposed over the Action Values. Get it measured if you are not sure.
Why not turn the sounder level down, can it be adjusted? Does it need to be so high? Does the sounder need to operate at all times or only whilst reversing
Can you fit a "White Noise" sounder like those available from Brigade as a reversing sounder? ?
