Posted By Raymond Rapp The principle of self-regulation would ensure that there is a greater degree of involvement of employers, workers and their representatives. It was in fact a move away from prescriptive standards towards a goal-setting approach, based on those who created risks and those who worked with them would be involved in the management of those risks and including what level of risk was acceptable. Adopting a self-regulating approach has its limitations. For example, without regulatory standards it would be difficult to identify 'where the line is drawn' in health and safety management. Moreover, many organisations are not motivated by voluntary practices, only by explicit regulation. Probably the greatest achievement of self-regulation is through employee participation, which has proved to be the most effective means of ensuring higher safety standards in industry. It also plays a significant role in the promulgation of a proactive safety culture. Ray
