We have an office bike (not that type) for people to use around London.
Recently the main user was knocked off and sustained minor injuries and was off work for over 3 days.
Is this Reportable?

IMO Yes; I would want to be certain you trained the individuals to cycle round London, maintained the bike, provided appropriate head protection gloves etc,had suitable insurance in place for the procedure, and kept records appertaining to this piece of work equipment.

Is this accident as the result of an RTA? If so only as few circumstances are reportable, see regulation 10 for details.

My understanding is that an RTA is not reportable under RIDDOR.
