I have an apparently simple question.
Is there an International set of OELs or OES's? I know that in the UK we have EH40, Germany has MAK etc but is there anything that site "behind this"?

Answering my own question! EH40 figures are derived (in part) from
"Commission Directive 2006/15/EC of 7 February 2006 establishing a second list of indicative occupational exposure limit values in implementation of Council Directive 98/24/EC and amending Directives 91/322/EEC and 2000/39/EC (Text with EEA relevance)"

There is a very good article on the HSE website titled, "OELs and the effective control of exposure to substances hazardous to health in the UK". It includes the "history" of the ACGIH TLVs etc.

Although if you read it carefully it is clear from the article referred to that exposure limits only refer to inhalation exposure this may not immediately be apparent to the reader. There are currently no exposure limits for skin exposure, nor is it probable, for technical reasons, that dermal occupational exposure limits will appear in the near future.
When considering exposure limits keep in mind that it is possible to be below the exposure limit but still have sufficient skin exposure, particularly of the face, for the elicitation of an allergic contact dermatitis or contact urticaria in a previously sensitised person.
Airborne occupational contact dermatitis is much more common than most people realise.
