My problem with the report is that there is a great deal of selcetivity in the material and the owrds he chjooses to emphasise. The picture thus feels very unbalanced. How many papers were read but not commented upon - I do not know nor it seems is it possible to know.
Reviews of other research can be notoriously difficult to assess I am afraid unless you have access to all materials.

There are hundreds of millions of mobile phones out there.....and not one confirmed case of a user developing anything, except an aversion to bills.
People need to get a life, and not keep worrying themselves out of the one the've got.
So let's ban mobile phone use at work, then people will be creeping out for a "mobile break"
Get real here, manage the risks that are proven and do not keep trying to manage the risks that have not.

I have a mobile phone in my right leg pocket, its switched on,has been for 10 years, ready to receive a call, or text, in otherwords live.
You know whats coming next.
Can I get cancer in my leg?
or does the computer say no........
So, seriously. What is the difference between head and rest of body, does the phone only generate waves when active. Or in standby mode is it not deemed as already conected to the system......??

Whilst in my pocket I'd be more worried about other parts of my anatomy that the phone was close too!!!!
The phones signal is strongest when initially making or receiving a call. Hence the advice to hold it away from your head whilst it connects.
Well it connects whilst in your pocket close to those sensitive bits :)
I agree with the above tho, not worth worrying about. Think about all those lovely car exhaust fumes you inhaled this morning. They'll kill you first :) Well that's if the caffine doesn't get you!
