can somone give me advice around rear lights/brake lights should be fitted to f.l.t if outside at night ours only have reflectors

My advice would be have them fitted, when reversing towards a pedestrian what purpose would reflectors serve unless they were wearing a set of those lovely glasses with lights either side.

Are they used on the public highway or just on your own premises, this will dictate which legislation specifically applies over and above your companies legal H&S responsibilities.

the FLT is used on Sainsburys premises on the circuit road where traffic from other FLTs and LGV is likely.
The FLT will be used to move and Potentially load flatbed trailers with pallets

Are you looking for justification or advice?
On private property I would say your main responsibilities are under H&S legislation. RA the activity- traffic activity , in the dark, exposed to goods vehicles (driver cannot hear reversing bleeper whilst in cab!), small powered vehicles driving around pallets, vehicle lights-reasonably practicable.
