Scenario: A kitchen in a care home does not have an extraction canopy system and an area of the kitchen requires repair eg to the cooker, or to pipework.
Question: Would this constitute a refurbishment and therefore under the gas regs would we need to fit an extraction canopy.

you have answered your own question it's a repair not a refurbishment! Good practise may be to fit a hood whilst the work is being carried out.

you may also need to check the CO emissions areas as the new emissions standards are required to be met in most refurb/modernisation / repairs etc updates

I think you need to be careful here as the repair to the cooker means de facto a new test on ventilation/extraction etc. I am not totally sure then whether the requirements which apply are the new or the old. Your gas fitter is ultimately the arbiter on this as s/he holds the relevant certifications from Corgi, at least s/he should hold ...
