We are looking to produce a Commissioning Safety Manual for Commissioning Engineers working on various M & E type projects.

Topics will include items such as design considerations, typical hazards, types of guarding, safe systems of work, working environment etc.

Does anyone have a similar document or guidance that they would be willing to share ?

A commendable Project JJ, so long as you bear in mind that a Handbook does not in itself make for safe systems of work.
If for example your people are liable to disturb asbestos while carrying out their normal everyday work (and I suggest they will fall into that category), then you MUST ensure they are properly and formally trained.
Regulation 10 of CAR &L143 refers.

They are commissioning process plant - rotating machinery, pumps, variable frequency drives, compressors, plc's etc.

A little bit of everything then! We put all our guys through the IOSH Working Safely and trained them on 'dynamic' RA to supplement the SSOW in use. I don't think these will help you though as they relate to industrial weaving and lace machinery. You are welcome to have a look at them if you want?
