I'm acting in an advisory capacity for a company who's employees, due to the transient nature of their works, engage in what I consider the hideously risky activity of using gas burners(O rings) fuelled by LPG canisters, to dry clothing/brew up, within the confines of their work vans.

Aside from Regulation governing the safe storage and transport of gas cylinders, and the general duties/regulation provided for under HASAWA,MHSW Regs, PUWER etc. can anyone advise whether there is specific regulation/legislation governing the use or prohibition of said activities.

I had this problem about 10 years ago and so I showed them a clip of a van expoloding with a bottle inside it - the fireball was 270 feet in diameter and the taylors dummy standing 5 feet away from the van got verrrry hot.

there is a clip of an acetylene bottle going off on the Fire Prevention Association hot works film

Whilst the video is good, and should assist in trying to get the guys to redress their behaviour, I need to get management to acknowledge their responsibilities and obligations, substantiated by reference to specific obligations contained within legislation/regulations outwith those referred to within my earlier comment.

You are acting in an advisory capacity and you think it's "hideously risky".

You have obviously assessed the risks to have made that statement. Put in writing your assessment of the risks and your suggested control measures. Charge their manager to take action and set a deadline. Send a copy to the Company Directors. If the Company fail to act on your recommendations and you are that bothered about it send a copy to the local HSE office, otherwise just accept that that part of the world ain't for changing.

Risky perhaps (although the caravan fraternity might disagree), but nevertheless there is the issue of providing adequate welfare (which also has to consider washing and toilet provision) in such transient situations.
Perhaps HSE Publication CIS46 (2006) is relevant to the type of work. It will certainly give you some indicators to what the HSE consider acceptable in these circumstances.
