I've never seen the one on the torch itself but from what i'm aware is that the arrestor should be on the tank first and foremost.

James,
Never seen one on a torch either this would cause 2 immediate problems, firstly manipulation and the effect this would have on the safety of the operator and secondly some have external mechanisms which could be inadvertently activated while wrestling with the torch with an arrestor fitted. Fit them immediately after the gauge for clarification before anyone asks cylinder, gauge, arrestor, hose, torch.

James,
I have only ever seen flash back arrestors at the gauge end of the hoses, which activate if a flash back occurs, (they then can be reset once the problem has been resolved).
The only tubes I have come across at the torch end of the hoses are hose check valves, which are a one way valve again to help eliminate the flash back.
I would speak to a reputable supplier and ask which are most suitable to the system you are using.
Hope this helps
