Dear All

My employer doesnt do any inspection on lifting points for basket or any other welded point on equipments which need to be lifted

Could you tell ,with which references i could convince them,to do MPI on their lifting points??

Is it necessary to do MPI by third party for all of lifting points????and also load test???what about issuing certificates??

MPI would not normally be included in a thorough examination of lifting equipment unless a repair had been carried out or perhaps some signs of damage had been detected during the visual inspection.
Lifting equipment used for personnel hoisting must be thoroughly examined by a competent person every 6 months under UK law. The person carrying out the inspection will issue a Thorough Examination Report for the items inspected.

The decision on whether or not MPI or any other form of NDT is required will be taken by the competent person undertaking the inspection on your behalf.

You could try quoting the following references:
The LOLER 1998 Regulations
The PUWER 1998 Regulations
BS7121 Safe Use of Cranes parts 1, 2 and 3
BSEN 14052 -2 2005 Cranes – Equipment for lifting persons

But the point is that (regardless of MPI required or not)employer doesnt perform regular inpection by competent person.

How could i convince him with ref ,he must do periodic inspection by competent person .

other issue is ,Does any lifting point require certificate and load test ????

any comment appreciated

Get a copy of the Lifting Operations and Lifting Equipment Regulations 1998.
Refer your employer to Regulation 9 which states that it is a legal requirement to have lifting accessories examined every six months by a competent person.
Refer your employer to Regulation 5 which deals with lifting equipment used for lifting person.
This is the law of the land and not an option.

As to whether any lifting point requires a certificate and load test will depend on the circumstances involved. Your LOLER competent person will be able to advise on this matter.

Eddie has given you every UK Regulation you need to quote to your employer. My understanding is that the UAE are every bit as sensible as us when it comes to safety on sites and lifting operations.
The only thing you have left is the Good Old Common Sense approach,if that does not work then what?

There is a problem in the UK getting some companies to do this, so I can sympathise. Ask them if their liability insurance would pay out if the lifting points failed and they killed a few people, I would say your insurers would go nuts if they found out, I know I would if I was them.

Check out Malc Saunders contribution to the 'Dubai' thread in the 'Careers' forum - you may find that he includes some information which could help you.

Also - if your company is providing services to a client there may be contractual HSE requirements which have to be complied with, particularly if you are operating in the oil and gas or petrochemical sectors. In my experience in the region, some managers who don't see the value in sensible HSE precautions soon prick up their ears when the client tells them they have to do it.
